Zanzibar driving permit: why your international licence isn't enough

Every visitor who wants to drive in Zanzibar needs a permit issued here on the island. Your licence from home does not cover you on its own, and neither does an International Driving Permit. That last part is what catches most people out, usually at the rental desk on the morning they land.

The permit costs between 10 and 20 US dollars, takes minutes to arrange if you plan ahead, and stays valid for up to three months. Here is what you need and how to get it.

What the Zanzibar driving permit actually is

Zanzibar is a semi-autonomous part of Tanzania and runs its own vehicle licensing. That means the island issues its own temporary driving permit to foreign visitors, separate from anything the mainland or your own country provides.

The permit is issued on the basis of your existing licence. Nobody tests you and nobody puts you in a car. An officer checks that you hold a valid licence at home, records your details, and issues a document that makes you legal to drive here.

It applies to everyone. There is no country whose licence exempts you, and no length of stay short enough to skip it.

Why an International Driving Permit doesn't replace it

This is the single most common misunderstanding we deal with, and it costs people time on their first morning.

An International Driving Permit is a translation, not a licence. It restates your existing licence in several languages so an officer who does not read German or Polish can still verify it. That is genuinely useful here, and if your licence is not printed in English you should bring one. Some rental desks will insist on it for exactly that reason.

But an IDP grants you no permission to drive in Zanzibar. It sits alongside your home licence as a supporting document. The Zanzibar permit is the thing that makes you legal, and there is no substitute for it.

What the permit costs in 2026

Expect 10 to 20 US dollars. The spread depends on how you arrange it rather than on who you are or how long you stay.

Some rental companies fold the permit into a booking at no extra charge on longer rentals. Others add a small handling fee for doing the paperwork. If anyone quotes you substantially more than 20 dollars, ask what the extra covers before you pay it.

The documents you need to apply

Four things, and the first two are non-negotiable:

• Your home driving licence. Valid, current, and not suspended or restricted.
• Your passport. Most rental companies also want at least six months of validity remaining beyond your stay.
• An International Driving Permit, if your licence is not printed in English.
• One or two passport photos. Not always requested, but cheap insurance against a wasted trip to the office.

If you are also renting a car, bring a credit card in the driver's name. Most companies here will not take a debit card or cash for the security deposit.

Two ways to get the permit

Through your rental company. Send scans of your licence and passport when you book. The paperwork is filed in advance and the permit is waiting for you at handover, which takes minutes rather than a morning. This is what almost everyone should do.

Yourself, at the Zanzibar Revenue Board office in Stone Town. Weekdays, roughly 08:00 to 15:30. You fill in a form, pay the fee, and wait. It is straightforward, but it costs you half a holiday morning and the office is not near the beaches. Check current hours before you go, because they shift around public holidays and during Ramadan.

How long the permit is valid

Up to three months, which covers essentially every tourist visit and matches most visa durations. If you are staying longer, you renew at the same office.

The permit is issued for Zanzibar. If you plan to drive on the Tanzanian mainland as well, check that separately before you go, because it is a different administration with its own requirements.

What to keep in the car once you're driving

Police checkpoints are routine here and you will pass through them. They are not a problem when your paperwork is in order, and the whole thing usually takes two minutes.

Keep four things within reach, not buried in a suitcase in the boot:

1. Your Zanzibar driving permit
2. Your original home licence, not a photo of it
3. Your passport
4. The rental agreement and vehicle documents

Before you drive away from the rental desk, check the windscreen for a current inspection sticker. It is one of the things officers look at, and it is the rental company's responsibility rather than yours, so it is worth confirming while someone is still standing next to you.

Scooters and motorbikes need one too

People assume the permit is a car thing. It is not. If you are hiring a scooter or a motorbike, the same permit applies, and checkpoints stop two-wheelers at least as often as cars.

What happens if you drive without one

You can expect a fine and a conversation you did not plan your day around.

The larger risk is insurance. If you are not legally permitted to drive and you have an accident, your cover may not respond, and you are then personally exposed for damage to the vehicle and to anyone else involved. On an island where livestock, pedestrians and unmarked speed bumps all share the road with you, that is not a risk worth 10 dollars.
